Because that 1% is community-reported and not published by the developers, treat it as unofficial until you confirm it in-game.
Importantly, there is no code, quest, boss drop, or hidden map pickup behind the Mogger Face. It is purely a result the game can hand you when it generates a face. The only way to chase it is to reroll the face and let the odds come to you.
A “~1% chance” is easy to misread. It does not mean you're guaranteed the Mogger Face by 100 rolls — each reroll is an independent 1% shot, so your cumulative chance follows 1 − 0.99N. Here's what that actually works out to:

You don't have to pay for every attempt. Gakuran hands out free reroll charges, and reroll codes have been reported to grant more (e.g. GAKURAN and 15REROLLS) — spend those charges on the Face trait to chip away at the grind for free. There are also variants of the Mogger look, so the exact face you end up with can differ slightly while still being the rare roll you were after. Don't reroll ethnicity or gender hoping to improve your Mogger odds; it does nothing for this.
The Mogger Face is purely cosmetic — it doesn't buff your fighting. If you want it, treat the grind as a budget: decide how many Robux (or free charges) you'll spend, reroll in continuous batches rather than sporadically, and accept that going past 100 rolls is normal, not bad luck.
